[docLinks] Add docLinks to CoreSetup. #66631

Summary

Previously, docLinks was only exposed on CoreStart. However, there are cases where it is useful to have it in CoreSetup, for example where you might be using uiSettings.register() to register a setting that contains a link in the description.

Since docLinks only requires injectedMetadata to do its thing, we can easily move it to setup and simply return the same value from both lifecycles.
