Previously,
docLinkswas only exposed onCoreStart. However, there are cases where it is useful to have it inCoreSetup, for example where you might be usinguiSettings.register()to register a setting that contains a link in the description.Since
docLinksonly requiresinjectedMetadatato do its thing, we can easily move it tosetupand simply return the same value from both lifecycles.Checklist
