Summary

Related to #44907

This PR moves the docs/monitoring content into the docs/user/monitoring folder

When this PR is merged, the following dependencies must also be fixed in the stack-docs repo:

  • monitoring/esms.asciidoc includes kibana/docs/monitoring/monitoring-metricbeat.asciidoc
