[uiActions] Catch errors in isCompatible #200261

Summary

Related to #197870.

The bug reported in #197870 was a side effect of unhandled errors in the isCompatible check on the edit drilldown uiAction. When errors are thrown in the isCompatible check on an Action, we will return false instead of throwing to unblock the rest of the compatibility checks.

How about logging error once? This error could happen numerous times and we want to avoid flooding console. isCompatible is called a lot

No need to set in constructor. This can just be private errorLogged = false;
Also, make private is since its only used internally.

## Summary
