[ML] Autoscaling follow-up tasks

This is the meta issue to track progress on follow-up tasks to the autosclaing changes in ML UI (#90051).

Issues found:

• Text edits suggested by @lcawl in [ML] Fixing cloud behaviour when ML nodes are lazily assigned #90051 (review)
• Data frame analytics wizard sometimes doesn't upgrade progress [ML] Data frame analytics wizard sometimes doesn't upgrade progress #90137 removing as this is unrelated to autoscaling
• Recognizer modules UI does not indicate lazy job start [ML] Recognizer modules UI does not indicate lazy job start #90181

• Forecasting does not handle missing ML nodes gracefully [ML] Forecasting does not handle missing ML nodes gracefully #90189
• When not in cloud mode, the AD wizard still displays Job cannot be started straight away, an ML node needs to be started. This will happen automatically.

When not in cloud mode, the AD wizard still displays Job cannot be started straight away, an ML node needs to be started. This will happen automatically.

This will be changing the next PR as we should not be restricted to cloud only for displaying these messages. They should instead be based on whether lazy ml nodes have been configured.
