Filter doesn't work on the new controls visualizations

Description of the problem including expected versus actual behavior: When trying to add a filter to the controls visualization, it doesn't update the values present in the drop down list of the controls

Steps to reproduce:

1. Add a drop down list type of control
2. Select a specific field when creating it (eg: kubernetes.env)
3. Attempt to apply a filter to narrow it down to logs from a single app (eg: kubernetes.namespace: "consumer-privacy-orchestrator")
4. Click refresh and notice it doesn't actually limit the options in the kubernetes.env drop down to just the environments that the consumer-privacy-orchestrator app is deployed to.... it still shows all available environments
