IE Scroll bar can block or break the collapse button on Dashboard add viz panel

There are several other issues about this IE scroll bar. In this case, when adding Visualizations to a Dashboard, it's hard to use the ^ icon to collapse the pane when you're done because the scroll bar keeps popping up on top of it.
Sometimes when the ^ is visible and I click it nothing happens (as if the scroll bar is still blocking the ^ button from getting the click).

The work-around is to click the Add button again.

I'm on 5.0 alpha2, but I think we have this issue in 4.x as well (I know we did for some other similar issues).

In 4.*, in IE11, the scroll bars also interferes on the Discover page. It hides the legend expand/collapse arrow. It also creates a horizontal scroll bar on the bottom to scroll that to the right to see the area that the vertical-scrollbar obscures.

this is also an issue on the Management page when viewing the fields list of an index pattern. The scrollbar hides the "controls" buttons (IE only, not on Edge)

Re-tagged design as this is an application wide issue and will probably be moot once the K7 designs roll out. I suppose we'll just have to be careful not to put any controls in that area.
