This is the first time this test has failed on master, but it's failed a handful of times on PRs and is pretty suspicious that I just skipped #55953 a couple hours ago

Actually, seems this has been failing since #55953 was skipped so there must be some dependency between them...

Closing, as this test has been skipped for quite a while, and it will not be resuscitated now that the legacy platform is on its way out. The real fix is a complete rewrite of this entire test suite using the FTR, and doing that work for both KP and LP is not worthwhile for us.
