[Logs UI] "Check for new data" button on empty indices screen not working

Describe the bug:
On a log stream with empty indices, clicking the "Check for new data" button doesn't seem to do anything and doesn't trigger an XHR.

Steps to reproduce:

1. Load Kibana with an empty index (e.g. run filebeat setup but then don't run filebeat -e)
2. Go to the logs screen
3. Run filebeat -e
4. Click Check for new data

Expected behavior:
The logs stream sends a request for new data after clicking the button.
