… deleted saved search can't be removed (#169896) ## Summary This PR fixes an issue where an undefined reference error makes it so that Dashboard panels targeting deleted saved searches cannot be removed. The bug was likely introduced in 8.10 with embeddable changes in #146849. Describe the bug:
A by-reference saved search panel can not be deleted from the UI when the referenced library item is deleted. This seems to happen only with Saved search panels. The error is reported correctly on the panel, but the Panel actions popover never loads, meaning users can not delete or take any other actions on the panel.
