[Index Management] Highlight downsampled indices and streams

Describe the feature:

This issue is to discuss and work on how Index Management UI will display time-series indices and data streams.

Downsampled time-series indices are not compatible with the old Rollup indices. We need to discuss the following updates to Index Management (from plans for rollup v2 project #102638):

• indicate that up old roll-up indices are 'rolled up by rollups jobs'
• indicate new downsampled indices rolled up by tsds (but those indices will all be backing indices of a data stream)
• indicate data streams with downsampled indices
• differentiate between data streams rolled up by rollups jobs vs downsample action
