Spy panel access button needs to be below the content for data table.

Description of the problem including expected versus actual behavior: Spy panel access button for data table is at the end of the screen instead being at the end of data able. This makes for a weird spy panel button on dashboards for metricbeat(especially pre-built dashboards). We can't really find them when you hover over the visualization because they are getting displayed at the end of the screen.

Steps to reproduce:

1. load metricbeat processes dashboard
2. Scroll down
3. Notice the spy panel button at the end of the scrollbar - it looks like it's just hanging out all by itself.

I'm going to change this to a design enhancement. All visualizations have this at the bottom left of the page. This can be improved for tables, as they don't take the full screen height.
