#132451 updates Kibana to EUI v55.1.3. EUI v55.1.3 includes a fix for closing context menus/popovers that returns the focus to the triggering button. This causes a problem in maps where clicking an action in the layer action menu opens the layer tooltip. Follow the screen shots below for an example

  1. Layer is not visible

  2. User opens actions menu and clicks "Show layer"

  3. Layer is now visible - but now layer tooltip is opened! This is annoying and should not happen

The solution will be to move the tooltip from the open context menu button to something else. Maybe the best place to move it will be the icons that show if layer is trimmed by time, search, and view port.
