Kibana version: 8.20

Describe the bug:

If a user only has read access we still display the delete option in the data view list.

Steps to reproduce:

  1. Create a read-only role and go to data view list
  2. You'll see a delete UI

Expected behavior:

Shouldn't see delete UI

Any additional context:

Note: server-side doesn't allow to delete - so impact is low
