[Uptime] [Alerting] Uptime Alerts do not show up in Observability alerts table. RBAC Settings need adjustment

Describe the bug:
Uptime alerting RBAC settings need to be adjusted. The settings are hardcoded in packages/kbn-rule-data-utils/src/alerts_as_data_rbac.ts for each observability solution. There are two problems. 1. The index pattern does not match the actual way our indexes are currently set up observability-synthetics vs observability.synthetics and 2. our alert consumer does not actually match the way the Kibana permission model works, where the Uptime capability is denoted as "uptime".

To keep things clear for alerting, I believe we should remove references to synthetics and replace with uptime.
