Summary

Closes #2570. Updates React to v16.12.0 and bumps its friends to match.

@elastic/[email protected] is still on v16.8.x which is why that version remains in the yarn.lock. Charts exists in EUI, however, as a devDependency and is only part of the docs build. Regardless, it uses no deprecated methods and results in no warnings.
Issue for bumping to v14.x (uses [email protected]), which should be its own thing: #2572

react & react-dom entries in yarn.lock look to be combinable - deleting both and re-running yarn results in a merged entry. This will prevent both versions from being bundled & used in the docs build.
