WIP Add 'version_range' field

As a follow up to #59773, this PR adds a "version_range" field type to the existing range field types
that allows storing and querying version ranges. Currently still WIP since I expect the PR this is based
on to change over time, but opening this here to get CI coverage.

I'm closing this WIP PR but I'd like to get back to this topic at some point. Adding a version_range field similar to other range fields was something initially requested in #48878 and I think it still would be a good addition to the version field. The implementation sketched out in this WIP also seemed to have worked, I think this would need a bit of polishing but we should be able to do this with not such a great amount of work. I'll leave a note on the issue that I'd like to pick this up again in the near future.
