Resolves partially #30493.

Beats is getting a central management feature (as part of X-Pack) similar to Logstash's central management feature. To this end, this PR:

adds a Beats plugin to X-Pack Elasticsearch, and
adds index templates necessary for persisting information related to centrally-managed Beats configurations
