upgrade elastic-agent-system-metrics to v0.8.2

This is to fix a memory leak on Windows platform where process snapshots were not being freed.

How to test this PR locally

1. Install metricbeat 8.11.0 on Windows, collect process metrics
2. notice memory consumption continues to climb (~30 min is required to see) in Task Manager
3. rebuild with this PR
4. test again, memory consumption will go up and down
