This will help with quchen/prettyprinter#74, if we go for GHC-7.0 support too.
Even without, this change is quite small. I cannot find the reasoning why GHC-7.2/7.0 support was dropped. At least the CPP in the code weren't cleaned up, so I restore it.
Note: I also made UnkindPartition/ansi-terminal#82, so we could add Safe Haskell annotations to
ansi-wl-pprintsoon/later.
