Description

This PR adds the dependabot.yml file to perform automated upgrading to GitHub actions. The current configuration creates a Weekly PR (on Mondays) with the changes.

Thanks, @BryanttV! I was wondering if there's an easy way to test this configuration before merging, like triggering the workflow on a test branch. However, from what I remember, Dependabot works only with the default branch. Do you have any suggestions on how we might safely test this setup? if not, we can just proceed with merging and make sure to monitor it afterward to ensure it works as expected

Thanks @magajh. I was checking and did not find a way to test the configuration before the merge. I will do the merge so this Monday we will verify.
