Adding new attributions removes existing ones

The filter done to prevent users adding grants to multiple projects prevents attributions showing up on the list to select, so when a user edits attributions on an existing project, they become deselected.

Attributions which are attached to the current project should be loaded in with the correct state; this also allows users to deattribute them from a particular project.
