Director fails to package the update site with java error 13 (Tycho 2.7.5)

Apologies for the high traffic. We have been fighting our build since moving our project to 2.7.5. (so far caused by us)

I now bump into this [1]

Error:  Failed to execute goal org.eclipse.tycho:tycho-p2-director-plugin:2.7.5:materialize-products (materialize-products) on project 
org.eclipse.birt.p2updatesite: Installation of product org.eclipse.birt.designer for environment win32/win32/x86_64 failed: Call to p2 director
 application failed with exit code 13

I can't find anything explaining this. Can you help me?
