Description
This PR moves our release guideline checks from
internaltopkgso they can be used in other apps.While doing that, the checks also got a
baseDirproperty, that can be used to point the check to a different directory than the one the code is run at.The only check, that is not moved yet is the base branch one. This will be done together with adding unit tests for the check in a different PR
