Notice content and build worklfow look fine. Matrix build + composite action is also a nice solution to avoid duplication for multiple docker builds in this repo. |

WHAT
This PR targets DockerHub when publishing Docker images instead of the GitHub Packages registry.
WHY
Eclipse projects cannot have public packages in their GH Packages registry.
