license issuing dialogs: keep selection

Both existing license issuing dialogs have the same problem: when a user selects some values on the first page (data gathering) - user(s) or product version or licenseing plan - these data selection is not kept when corresonding 'Select' button is pressed again.

This is a frustrating experience for end user.

If something has alreay been selected, these values must serve as initial selection for the next choosing.
