When License Issuing is on the run, License Issue Wizard does not allow to change details for Feature Grants that have been generated from License Plan.

In fact, License Plan is a kind of template for grants and surrounding information, but each particular license can polish certain details.

Thus, during the wizard should offer a user ability to do the alternations.
