Add tests for accelerator code running on CPUs to continuous integration with ifx and nvfortran. Exposes internal compiler errors in ifx, so these tests are marked as "experimental" Co-authored-by: Sergey Kosukhin <[email protected]>

Compile and run (on CPUs) accelerator offload code with
nvfortranandifxduring continuous integration. Note thatifxis currently failing with an internal compiler error. Addresses #194
