makefile now has defaults for configurable args on keyring and request creation. accept-admin deals also with DIDs like sandbox and fakedid script reuses most of the makefile code
it's default values is admin, but it can be modified to sign also user did doc by spec admin
make accpet-admin works as the api, checks external signatures, insert proof and create metadata
