SPOC: Spectral Ocean using Discontinuous Galerkin with abritrary degree of polynomials

* instructions for compiling:
 * cd src; ./Make_all
 * you can modify in the above the compile (FC) and the flags (FFLAGS)
* it will compile the program to create the initial conditions,
the main program in linear mode, nonlinear mode, free-slip or no-slip
boundary conditions for the shallow water equations
* there is also a version for mesh adaptivity
