Describe the New Feature

There are many ways that plot_point_obs could be improved. Listed below are some recommended changes based on a recent met_help question from Binyu:

We should change plot_point_obs’s command line argument from:
-data_file path to gridded data file
To:
-plot_grid filename, grid name, grid spec

And then just reuse the same logic for parsing “to_grid” in regrid_data_plane. Still quietly support -data_file.

From binyu’s met_help question. She also want to filter obs by their height or pressure.

We could also add an optional plot_point_obs config file consisting of a “plot_options” array where each element is a dictionary defining a filter and set of plotting options. The logic would be... for each plot_options entry, loop through all of the input point observations and plot the matching dots. The alternative logic would be to only read the obs once, and then plot a dot using the matching plot_options entry. Or if none match, plot nothing. I think the second logic is simpler.

Feedback from the Air Force on 10/28/20:
Any enhancements to the plot_point_obs would be beneficial to us. One thing that would be verify helpful is to have a terrain map background or have a filter to display observations in relation to their elevation.

This image shows ADPSFC obs plotted as small gray circles while the ADPUPA obs of TMP/P500 are plotted as larger circles and colored based on the their value. And these are layered on top of a plot of gridded TMP/P500 data.

Added a 3rd call to plot_point_obs in unit_plot_point_obs.xml to exercise many of the new config file options. It creates this image:

The gridded field of data is a 12-hour NAM forecast of 500mb RH. The large colored circles are verifying ADPUPA observations of 500mb RH plotted using the same colorbar. The small gray dots are locations of ADPSFC observations of RH and the blue dots are 3-hourly accumulated TRMM precipitation with values > 0.

* Per #1562, add the same grid_diag fix for the develop branch.

* Per #1562, removing the poly = CONUS.poly mask from GridDiagConfig_TMP. That settting masked a problem in the handling of missing data. Exercising the mask.poly option is tested in another unit test. This will change the output and break the nightly build, but that's good since we'll do more thorough testing.

* Per #1508, change the verbosity in unit_tc_gen.xml from -v 2 to -v 5 to print out some additional log messages that may help in debugging the intermittent file list failure.

* Per #1568, add python script to convert NCL *.rgb colormaps to MET *.ctable color tables. Also store 270 new or updated colortables that are the output from this script. Note that some of the existing colortables have changed ever so slightly. That's the result of some imprecise rounding earlier and more precise rounding now.

* Per #1568, update and rerun the rgb2ctable.py conversion script to write a header at the top of each colortable file to list the source NCL colormap.

* Per #1562, removing the poly = CONUS.poly mask from GridDiagConfig_TMP. That settting masked a problem in the handling of missing data. Exercising the mask.poly option is tested in another unit test. This will change the output and break the nightly build, but that's good since we'll do more thorough testing.

Merging into the develop branch to get these changes included for the met-10.0.0-beta2 development release. These are good and worthwhile changes to make on their own. However, I do still need @j-opatz to confirm that they actually fix the original issue with python embedding in ensemble-stat!

* Per #1494, add DataPlane::is_all_bad_data() function to determine whether the field is all bad data.

* Per #1494, update the process_data_plane() function in 2 ways. First, change its return from void to bool. And simply return false, if the raw input data is all bad data. Second, print debug(4) log messages to list out the range of valid data and timing information. It'll be really nice to make this consistent across all the input file types.

* Per #1494, update the logic for all the calls to process_data_plane() to account for the fact that it now returns a bool instead of void.
