Clarify License (so that GitHub recognizes it)

For multiformats/java-multibase#40,

I'm interested in the license of the (Java) code in this repo.

https://github.com/dsw/proquint/blob/master/License.txt looks like it's BSD.

#1 (comment) seems to confirm this.

GitHub does not show it as BSD though, probably because something is off in the formatting,?

https://choosealicense.com/licenses/bsd-2-clause/ seems to be the template for GitHub to recognize it.
