If you deploy a database with a DACPAC Test-DSCConfiguration will still fail even after the database was created.

If DB exist with DACPAC we will check version in Test (#42)
350cb13 
- xDatabase Test-TargetResource will now check DacPacVersion if DacPacPath
  parameter and DB exist. If the DacPacApplicationVersion is supplied and
  matches the deployed version we will return $true (issue #41).
