Fixes crashes for those without Visual Studio or the Visual Studio Runtime installed.

Initial North Star SteamVR Launcher Release

First version, supports:

• North Star headset driver
• T265 6-DOF tracking driver
• Leap Motion hand tracking driver

Note: you must drag a Project North Star SteamVR calibration file onto the launcher for it to actually launch anything successfully. Instructions can be found online and the discord. We will try to make this easier in the future.
