I assume this doesn't affect testing in the LLVM branch? We used to treat Wasm like CppCodegen because it has similar problems (the RhGetCodeTarget comment is one such area that I'm not sure works in WASM and I'm suspicious we might still be setting this).

That's right. WASM-specific issues are now ifdefed out with CODEGEN_WASM, only present downstream.
