Tagging subscribers to this area: @Anipik, @safern, @ViktorHofer Issue DetailsIt's not common to have a target inside a props file. Moving it into the project file to depend on the matching TargetFramework values.

Related to this is #53550 which I was expecting to be fixed in 6.0.0 but it looks like it was moved out. |

It's not common to have a target inside a props file. Also as one target related to the runtime.json file already exists in the project's file, moving them together.
