[Tizen ] X86 Linux CI for pull requests

It would be good to have CI builds (not test like Tizen/armel) for Tizen/x86 to prevent build breaks.

Yes, that should be fine to add, assuming it is setup as a cross-build inside a container.

@jkotas Thank you. I will make PRs for both dotnet/dotnet-buildtools-prereqs-docker for a container (for cross-build) and dotnet/runtime (ci test)
