The
clang-formatandclang-tidytool is failing to download althoughvalidate_urlis not complaining about the url. I am guessing the latest dotnet arcade in dotnet/runtime#84698 might have broken thedotnet --info | grep RIDoutput because of which we might not be populating the url correctly. Added some logging.Related: dotnet/runtime#84780
