Cherry pick this fix from master, for release in the servicing train.

Fix FSC : error FS0193: Could not find file 'c:\Users\kevinr\source\r…epos\Library2\Library2\tmpB4E3.dll (#4800)

When does this become available? The bug affects xamarin projects.

Unless something terrible happens this should be available in VS 15.7.2, but I'm not sure when that's shipping. We're waiting on some tests then we'll finish the insertion into the 15.7.2 sources.
