[release/6.0] Flow a newer version of dotnet/format to dotnet/sdk

dotnet/sdk is carrying an old version of dotnet/format in release/6.0.2xx

It would be nice to get a new version flowed in that contains a couple of the source-build fixes:

• Version changes to support source-build #1444
• Update system-command-line version #1436

I see there is a darc subscription for this flow. Not sure why newer builds are not flowing.

It flowed into dotnet/sdk main via dotnet/installer#12866

I was expecting the release/6.0 branch would flow into a sdk/6.0 branch, not just main.
