The ubuntu-16.04-cross-arm64-a3ae44b-20180315221921 image looks good
I have built coreclr inside the container

ROOTFS_DIR=/crossrootfs/arm64/ ./build.sh checked clang3.9 cross arm64

I think we can try to reenable this now.

This PR does not affect CI builds. Results can be ignored.

All tests have passed except the known issue with Windows_NT armlb

@sdmaclea yes, it is! I can see that we've already produced several vesions of the official nuget packages. See:
https://dotnet.myget.org/feed/dotnet-core/package/nuget/runtime.linux-arm64.Microsoft.NETCore.Native
