Add IDistributedApplicaitonBuilder.GetResourceBuilder API

Description

This PR adds an extension method IDistributedApplicationBuilder.CreateResourceBuilder<T>(string name) where T : IResource intended to make it easier for tests to get and modify resources added by the AppHost.
