AdvancedWidget: Add title for performance sample window tooltip

I have mixed feelings on this since it adds a second translatable string, although it looks like the same thing applies for combo boxes, not just input fields. It's still annoying that both need to be manually set, and I doubt they would ever have distinct translations beyond the colon.

The same thing already applies to PNG compression level (from #10143) for what it's worth.

Hmm, actually, "the slower it will be slower to update" also seems like a typo. I'll fix that too. Neither of these are essential to understanding the feature, so this can probably wait until after the next beta, though.
