There is only one package named dns-stats-compactor and it is also installed as a service which means if you only want to use the command line tool you will get a services started.

Per Debian policy (I think), if it is a service it should default start as one so maybe create additional package (for example dns-stats-compactord) that installs the service files and depend on the command line tool so you can choose.
