Python 3.7 and 3.8 are both EOL. Based on the text in the README, it is now acceptable to drop support for these Python versions.

Drop Python 3.7 and 3.8 support
Update CircleCI and Travis configurations to test 3.9 at the lowest, and 3.12 at the highest
Remove the prohibitive and unverifiable <4.0 Python version restriction
