Library builds should always be .js files, as we strip types with
@babel/preset-typescriptThis was previously the case also for app files (see https://github.com/dhis2/app-platform/blob/master/cli/src/lib/compiler/compile.js#L20) but was removed because we no longer process app files with babel.
