What does this PR do?:

Summarize the changes. Are any stacks or samples added or updated?

Continuing from #316, index/generator also needs to be frozen at an earlier state (such as v1.1.0) to fix failures due to use of Go 1.19 since devfile/registry-support@3325cfe. This fixed use of v1.1.0 can be lifted once devfile/api#1473 is resolved.
