Bump Electron to v30.0.8 and node to v20.11.1 #18697

Description

Bump Electron to v30.0.8 and node to v20.11.1. For the first time since we added support for arm64, we don't need a custom build of node for Windows arm64 🎉

Tested (3.3.19-test1) on macOS and Windows, and no issues found so far 🎊

We discussed in Slack that there is no reason to wait to merge this 🎉

The main drawback is that prod builds for Windows for arm64 will be broken for a while, since that node step was removed from our CI workflow. But that architecture is not supported nor advertised anyway, only betas are listed in our README file.
