Node 15 Windows ARM64 test build

Successful build of Node 15 for WIndows ARM64 (cross-compiled on a x64 host). The MSI installer doesn't include the license.rtf so you'll get an empty screen for license information. This doesn't further affect your installation. See nodejs#33689 for more info.
