[Backport] 1.0.latest gh deprecations #723

resolves #678

Description

Backport to 1.0.latest. Does not require a patch release since this is only around testing automation.

@emmyoop looks like the issue is that the verify and unit test do not have 3.9 as part of their matrix which makes them show up odd.

Are these the newer tests we have to skip for backports?
