This PR adds a new configuration setting
galaxyWorkflows.validation.profilethat can be used to apply different sets of rules to validate a workflow file.Initially, there are 2 profiles defined but more can be added if needed:
basic: is the default and does not apply any rule in addition to the syntax and basic schema validation.iwc: in addition to the syntax and basic schema validation, it applies a set of rules to comply with the Intergalactic Workflow Commission Best Practices for Maintaining Galaxy Workflows. The currently supported rules are tracked in Support all IWC Best Practices rules #45
